APD: Former Anchorage School District employee charged with embezzlement

A former Anchorage School District (ASD) employee, and Eagle River woman, is accused of embezzling between $50,000 to $60,000 over a five-and-a-half-year period, according to a release from the Anchorage Police Department (APD).

Kellie Fagan, 61, was the focus of a months-long audit and investigation by ASD and APD after it was discovered, in April, that she had been stealing from the school district, APD said.

Fagan was a financial data control analyst for Gruening Middle School and Central Middle School.

From December 2010 to March 2016, investigators discovered Fagan was using a variety of methods to steal funds from the school district, including:

  • Holding checks to make up for theft in future deposits.
  • Using checks received, but not receipted to make up the amount of cash taken.
  • Voiding deposits from the computer record to hide theft.
  • Using her ASD procurement card for purchases and then submitting the receipt for personal reimbursement while forging the reimbursement checks.

Fagan was placed on administrative leave once the thefts were discovered. She was fired on April 22, according to APD. She has been charged with scheme to defraud, theft, falsifying business records and forgery — all of which are felonies.

“When employees steal from ASD, they steal from our classrooms, the community and the entire state of Alaska,” said Dr. Deena Paramo, ASD Superintendent in the Tuesday statement from police. ”We appreciate the partnership we have with our local law enforcement to make sure that those who commit crimes are held accountable.”
