Sentencing postponed for father involved in trooper deaths

A Superior Court judge has postponed sentencing for a man involved in the shooting deaths of two Alaska State Troopers.

Arvin Kangas, 59, was convicted April 23 of three counts of tampering with physical evidence and four counts of first-degree hindering prosecution. An audio recording was presented during the trial that established Kangas and his son, Nathanial Kangas, moved the bodies of troopers Gabe Rich and Sgt. Scott Johnson, as well as their weapons, after the younger Kangas reportedly shot them to death.

Friends and other community members at the hearing wished to testify, according to CBS affiliate Tanana Valley Television, but Judge Paul Lyle ruled that only family members of the slain officers would be allowed to speak before the court.

“Hearing Arvin testify, and hear him refer to my husband as a dead dog, was dehumanizing, and rebuilds his character, knowing it’s Scott’s body,” said Johnson’s wife, Brandy. “I would like to walk away from this, but the matter is that Scott’s murder is my sentence for the rest of my life. Scott’s murder is the sentence for the rest of our children’s lives.”

Bud Johnson, Johnson’s father, also testified at the hearing, speaking directly to Kangas.

“My son showed you respect, tried to leave you with some dignity, and you took advantage of it,” he said. “I truly believe that you’re responsible for his death. I believe that you knew what was on the other side of that door. You should be standing trial for murder, alongside your son.”

Kangas’ sentencing has been scheduled for Thursday, Sept. 3, in Fairbanks.

An Anchorage teen was arrested early Friday morning after he allegedly fired multiple rounds in South Anchorage.

The Anchorage Police Department dispatched officers to the area of Driftwood Street and E. 71st Avenue after receiving multiples reports of “anywhere between 12 and 30 shots” being fired, according to an APD statement. Responding officers also heard shots fired in the area shortly after arriving.

Some witnesses provided a description of the suspect and his vehicle, which was located by police in front of a building on the 7000 block of Driftwood Street, police report. Upon approaching the vehicle, officers spotted a handgun and rifle in plain sight within the truck. Multiple shell casings were also reportedly found on the ground nearby.

Police determined the registered owner of the vehicle, 18-year-old Jason West, was inside the building near the truck, APD wrote. After police made several announcements over a loudspeaker, West came out and was arrested.

West was reportedly intoxicated at the time of his arrest, at a level more than twice the legal limit, police said. He was charged with two counts of unlawful use or possession of firearms and one count of resisting or interfering with a peace officer and remanded to the Anchorage Correctional Complex.

No damage was reported as a result of the incident.

Anchorage police say two men were injured in shootings that happened in the overnight hours between Friday and Saturday. APD is now seeking a suspect, Michael Sharp, in connection with one of those shootings.

On Friday, officers went to two homes in response to a verbal altercation between three people, a 23-year-old woman, her 23-year old boyfriend — who police have identified as Sharp — and the father of the woman’s children.

The verbal argument moved from one location to another, with the two homes located approximately five miles away from each other, according to a release from the Anchorage Police Department. No arrests were made in Friday’s incident.

On Saturday, just after 3 a.m., APD responded to calls reporting shots had been fired in the area of the 7300 block of Clairborne Circle. Police say the father of the woman’s children, 24-year-old Zachary Johnson, and a friend drove to a home on the 7200 block of Bearfoot Drive so the friend could retrieve some items. As Johnson was waiting outside, Sharp came from inside the residence and shot him multiple times.

Johnson drove off but soon crashed into a parked truck on Clairborne Circle. He was taken to the hospital in critical condition, police say.

A warrant has been issued for Sharp’s arrest for one count of first-degree assault and one count of fourth-degree weapons misconduct.

Anyone with information on Sharp’s whereabouts is encouraged to contact APD at 786-8900 or, to remain anonymous, call Crime Stoppers at 561-STOP.

In another overnight shooting, officers received calls reporting shots fired just after 2 a.m. Authorities responded to a parking lot, located near Third Avenue and C Street, according to an APD release. There, they found an adult male with multiple gunshot wounds. He was taken to a local hospital; police say his injuries are serious.

No suspects have been taken into custody in connection with this incident.

Anchorage police are looking for a man they believe is connected to a rash of crimes overnight, including vehicle theft and robbery.

Around midnight Tuesday, Anchorage Police Department dispatch received a report about a person “possibly using drugs” inside a white sport-utility vehicle near Third Avenue and Lane Street in East Anchorage. When officers approached the SUV, “the driver backed out and almost struck the officers with the vehicle,” according to a statement from APD spokesperson Jennifer Castro.

Additional officers responded but were not able to find the SUV. Authorities also discovered the license plate on the vehicle was a stolen plate, Castro wrote. Police describe the suspect driver as a “Samoan male with a shaved head wearing a black leather jacket.”

Less than half an hour after the initial run-in with police, a citizen reported to APD that they had been held at gunpoint and their vehicle had been stolen near the 700 block of Klevin Street, about three blocks from the original interaction with officers.

The suspect — whose description matched the suspect in the earlier eluding case — stole a black Chevrolet Silverado SS truck, Castro wrote.

The black Chevy was later located unoccupied near Ninth Avenue and Hoyt Street. The white SUV, a Yukon GMC, was also found with no one inside near 4200 E. Fourth Ave.

Police ask anyone with additional information to contact APD. Tips can be submitted anonymously through Crime Stoppers by calling 561-STOP or by going online.

Arvin Kangas sentenced to 8 years in slain troopers case

A 59-year-old man convicted of moving the bodies of Alaska State Troopers Gabe Rich and Sgt. Scott Johnson after they were allegedly shot by his son has been sentenced.

On Thursday, Fairbanks Superior Court Judge Paul Lyle sentenced Arvin Kangas to 10 years in prison with two suspended for three counts of tampering with physical evidence and four counts of first-degree hindering prosecution. Kangas was convicted in April.

Kangas’ son, Nathanial, reportedly shot the two troopers with a semi-automatic rifle during an altercation at the Kangas home. Rich and Johnson were attempting to arrest the elder Kangas for pointing a firearm at the local village public safety officer the day before.

Afterwards, both men moved the bodies of the two men, as well as their guns, prosecutors argued.

“Hearing Arvin testify, and hear him refer to my husband as a dead dog, was dehumanizing, and reveals his character, especially after he knowingly desecrated Scott’s body,” said Johnson’s wife, Brandy, at the first sentencing hearing. “I would like to walk away from this, but the matter is that Scott’s murder is my sentence for the rest of my life. Scott’s murder is the sentence for the rest of our children’s lives.”

Kangas’ son is scheduled to go to trial in November for the deaths of both men.

UPDATE: Troopers ID man killed in Fairbanks-area shootout

Update on Friday, Sept. 11 at 4:40 p.m.

The 20-year-old passenger of the vehicle has been identified by troopers as Sarah Smoke of Fairbanks.

She was arrested following the pursuit, charged with third-degree assault and first-degree misconduct involving a weapon and taken to Fairbanks Correctional Center.

Update on Thursday, Sept. 10 at 4:30 p.m.

The man shot and killed by law enforcement has been identified as Vincent Perdue, 33, of Fairbanks, according to Alaska State Troopers.

In addition to failing to use a turn signal, troopers say they tried to pull over a Silver 2000 Pontiac driven by Perdue because of “excessively tinted windows.” A 37-minute pursuit ensued in which Perdue and a 20-year-old female passenger leaned out the vehicle’s windows and shot at police units with handguns.

Troopers say Perdue drove the Pontiac “recklessly” and was a danger to oncoming traffic.

The pursuit ended when Perdue drove into a ditch in an attempt to avoid a tire-deflation device deployed by police, according to an online dispatch from AST.

“As the suspect passed law enforcement vehicles parked at that intersection and struck a Fairbanks Police Department vehicle in the process, four Alaska State Troopers and one Fairbanks Police Department Officer fired on the occupants of the vehicle,” the dispatch says.

The identity of the injured female passenger has not been released. Two handguns were found in the Pontiac and shell casings were recovered from a variety of locations.

Authorities ask anyone who witnessed the chase or has information about the suspects to call the Alaska Bureau of Investigation.

Update on Wednesday, Sept. 9 at 11:50 a.m.

One of the suspects — the male driver — was pronounced dead at the scene, according to FPD Officer Doug Welborn.

The female passenger was injured but is expected to recover, Welborn said.

Earlier story

For the second day in a row, what started out as a traffic stop led to a shooting involving authorities in the Fairbanks area.

An Alaska State Trooper tried to conduct a traffic stop on a vehicle on South Cushman Street and Robert Mitchell Expressway around 9 a.m. Wednesday for not using a turn signal, according to a statement from AST spokesperson Megan Peters.

“The vehicle immediately began eluding troopers,” Peters wrote. “A few minutes into the pursuit, shots were fired toward troopers from the vehicle by both the driver and the single passenger.”

Other troopers and the Fairbanks Police Department were informed of the situation, but “attempts to stop the vehicle using tire deflation devices failed,” Peters said.

The vehicle eventually came to a stop at Dennis Road and Bradway Road and shots were fired by both officers and the suspects. No injuries have been reported for troopers or police, Peters said, adding that the conditions of the suspects cannot yet be released. The Alaska Bureau of Investigation is looking into the incident.

In a release issued shortly before 10:30 a.m., Fairbanks police asked drivers to avoid the area of Dennis and Bradway. A nearby school was placed on lockdown, officials say.

The shootout comes just a day after a man was hospitalized with apparently serious injuries after troopers pulled over the armed man on Davis Road. The man was reportedly driving a stolen vehicle. When the man failed to surrender and “less-lethal force” was used without success, multiple troopers ended up firing their weapons at the man.

A man was arrested after police say he sent a 12-year-old girl pornographic images and texts with intentions to meet with her for purposes sexual in nature.

On Tuesday morning, the 12-year-old’s parents filed a report with the Anchorage Police Department after discovering the texts and images. The messages were “obvious attempts by an unknown male to sexually exploit their 12-year-old daughter,” according to an APD release.

The case was taken over by detectives with the Anchorage Police Department’s Cyber Crimes Unit, where further investigation revealed the male’s intention was to meet with the 12-year-old for sex.

After agreeing upon a meeting place in Fairview, police say instead of the 12-year-old meeting the man, members of APD’s Special Assignment Unit were waiting — and when the man arrived, he was detained by police.

“The male was positively identified as David Allen Williams Hadley,” says APD. “Hadley was questioned and made admissions about his actions and intentions.”

Hadley, 30, was arrested for one count of first-degree attempted sexual abuse of a minor and one count of online enticement, police say. He was taken to the Anchorage Jail; police say additional charges may be added as the investigation continues.

Detectives are concerned that there may be additional victims of child sexual exploitation in the community. Anyone with information is urged to contact APD’s Cyber Crimes Unit at 786-8500.

An 18-year-old Delta Junction man charged with beating his step-father with a fireplace poker is facing additional assault charges for hitting his cellmate with a food tray.

The Fairbanks Daily News-Miner reports (http://bit.ly/1O8SLjN ) that charging documents say the man’s bloodied and scratched step-father told Alaska State Troopers the teenager threw a phone at him, punched him in the face, kicked him, hit him with a fireplace poker, broke the glass on a wood stove and hit the hood of the man’s truck with the poker.

Troopers found the stepson hiding in the woods nearby, charged him with assault and took him to Fairbanks Correctional Center.

The next day, jail staff told troopers that surveillance footage showed the man hitting his sleeping cellmate with a heavy food tray several times.

A 24-year-old woman faces multiple charges after troopers say she eluded troopers in her car and on foot in Sterling.

Sunday afternoon, Alaska State Troopers attempted a traffic stop after a 2002 Dodge Neon was spotted driving recklessly on the Sterling Highway. The vehicle nearly collided with two vehicles at Mile 86, according to an online AST dispatch.

The driver of the vehicle failed to yield and eluded troopers for approximately five to six miles. When the driver, later identified as Holly Smith, tried to turn onto Cooper Street, troopers say she crashed into the tree line where the street intersects with the Sterling Highway.

Smith then fled on foot down the street, where troopers were able to apprehend her and take her into custody.

Investigation revealed Smith was under the influence of alcohol and/or drugs.

She was taken to the Wildwood Pretrial Facility and faces two counts of third-degree assault, a felony eluding charge, and DUI, among other charges.

Sportsman Channel show star charged in Alaska poaching investigation

The star of the Sportsman Channel’s “The Syndicate” has been charged in a Noatak National Preserve poaching investigation.

All of Clark Dixon‘s hunts in Alaska, dating back to those featured on “The Syndicate” from 2011, were conducted illegally, according to charging documents filed Monday.

A U.S. Attorney’s Office release says he and nine other individuals have been charged in Fairbanks U.S. District Court for their participation in the multi-year poaching operation on the Noatak National Preserve, located south of the Brooks Range.

Charges claim Dixon operated in violation of the Lacey Act, a string of plant and wildlife protections. Over the years, Dixon permitted others to use his personal aircraft to transport non-Alaska-resident hunters to and from the field and to then transport their unlawfully taken game out of the field.

“All of the Alaska big game animals documented on The Syndicate were illegally killed,” the documents say, listing numerous statutes Dixon allegedly violated.

Along with illegal hunting, Dixon is accused of posing as a guide, same day airborne hunting and misreporting who shot the animals.

Dixon has been hunting for decades, following a watershed hunting trip when his father took him to the Arctic Circle, according to a Sportsman Channel bio.

“About nine years ago Clark packed up his things and moved to Alaska where he fishes in the spring and summer and returns to the same campground he took his first moose in 1986,” the bio reads.

U.S. District Attorney Karen Loeffler says Dixon should have known his actions, and the actions of his co-defendants, were illegal.

“Some of these provisions are pretty well known, and certainly lying about who shot the animal is not something that you should have to research a book about,” Loeffler said. “Sorry, but lying is lying.”

If convicted, Dixon faces up to five years in prison and a $250,000 fine and will have to forfeit the aircraft and other equipment used to import/export and acquire the wildlife.

Anchor Point man arrested for harassing dispatchers

Troopers say they arrested an Anchor Point man after he called dispatchers more than a dozen times in a 14-hour period without an emergency or crime to report.

From around 10:45 p.m. Monday to 12:45 p.m. Tuesday, 50-year-old Amine Bentobji allegedly contacted Alaska State Troopers on the 911 emergency line and the non-emergency line more than 20 times. He did not report an emergency or indicate a need for a response from authorities.

“Over the course of 14 hours, Bentobji became increasingly belligerent with Emergency Services Dispatchers and began calling 911 and hanging up after saying a few words or making animal sounds,” troopers wrote in an online dispatch.

Troopers say they warned Bentobji “numerous times” to stop calling them if he did not have a crime or emergency to report.

“He was advised he was creating a hazard to the public by tying up emergency lines and dispatchers for his non-emergency calls,” troopers wrote, adding that they informed the 50-year-old he could be arrested.

Bentobji continued to call, and AST arrested him for disorderly conduct and second-degree harassment. He was remanded to the Homer Jail. Troopers say alcohol was a factor.

The Anchorage Police Department arrested 22-year-old Jason Eaton Thursday afternoon after he allegedly stabbed his girlfriend.

The victim called police to Eaton’s apartment on the 4100 block of Wright Street at 1:15 p.m.

Investigation revealed the two had been in a verbal argument because the victim wanted “to take a nap instead of running an errand” with Eaton, according to a statement from police.

The victim laid down and was awoken roughly 10 minutes later “after being stabbed in the head,” police wrote.

Medical personnel transported the victim to a nearby hospital, where she was treated for non life-threatening injuries.

Eaton was taken into custody without incident, according to police. He faces a felony first-degree assault charge and is being held at the Anchorage Correctional Complex under a $17,000 bail.

Drug use is considered a factor in the investigation, according to APD spokeswoman Renee Oistad. She says Eaton could face additional drug charges if the district attorney chooses to pursue them.

2 Anchorage residents charged in bank fraud, identity theft case

Two Anchorage residents have been charged in a 48-count indictment for allegedly conspiring to get checks from burglaries, vehicle break-ins and mail theft and then opening bank accounts using stolen identification.

Kelci Neal, 26, and 31-year-old Zachary Ensman were charged in the indictment that includes allegations of conspiracy, bank fraud, possession of stolen mail and aggravated identity theft, according to a statement from the U.S. Attorney’s office in Alaska. Ensman appeared in court Friday, but Neal’s whereabouts remain unknown.

Assistant U.S. Attorney Aunnie Steward — who presented the case to a grand jury — says Ensman and Neal conspired together to use the stolen checks and identities at banks and businesses from October 2014 to August 2015. In all, they swindled more than $47,000. The U.S. Postal Inspection Service and the Anchorage Police Department conducted the investigation of the pair.

Officials ask anyone with information on Neal’s location to contact the U.S. Postal Inspection Service in Anchorage at 907-261-6321.
