Police release more information on Sunday SWAT response in downtown Anchorage

Police have released more information on Sunday’s standoff in downtown Anchorage.

Just after 7 a.m. Sunday, the Anchorage Police Department received a tip that 47-year-old Noel Ernest See, wanted on an outstanding warrant, was staying at the GuestHouse Inn & Suites near Fifth Avenue and Cordova Street. APD was told See was armed.

When APD attempted to make contact with See at the door to his room, he refused to come out, according to an APD release. Police say a man identified as 52-year-old Stewart Tocktoo was also in the room.

Officers were granted a search warrant for the hotel room, and for the next several hours, they attempted to negotiate with See and Tocktoo.

“See would speak to officers sporadically over the phone but refused to comply with their instructions,” the APD release states. “As a safety precaution many hotel rooms were evacuated during the ordeal.”

APD released a short alert at 11:41 a.m. informing the public of the standoff: “Officers in area of 5th Ave and Cordova for subject with a felony warrant.”

SWAT took over at 1:30 p.m., APD says. Less than 20 minutes later, Tocktoo came out of the room and was taken into custody. He was charged with resisting arrest, the release says.

After multiple warnings, gas was deployed just after 2 p.m. See emerged from the room at around 4:45 p.m., “but ignored SWAT’s instructions and attempted to leave the area,” according to the release.

After police released a K-9 named Alex, See was finally subdued with a Taser and taken into custody. He was taken to the hospital for treatment of the bite sustained in the K-9 release.

Police say See was charged with third-degree criminal mischief and resisting arrest.

Police stated they didn’t find a gun.
